Certified by the European Network of Living Labs (ENoLL)
APPLICATION PROCESS
All applicants must first register on the AccelUP Platform, a product of ENoLL that provides an online space for wider, simplified, and more efficient access to the best Living Lab infrastructures and their research on demand services.
The matchmaking process will also take place on the AccelUp platform, where mini-consortia will be formed. Mini-consortia can be composed of:
- 1 Innovator and 1 Living Lab
- 1 Innovator and 2 or more Living Labs, depends on the innovator types of services
Once the mini-consortia are formed by the matchmaking, registration to the Sploro’s Platform is required for the mini-consortia teams.
It is recommend that the application on the Sploro’ Platform to be opened by the innovators rather than the Living Labs of each team.
The evaluation process will be conducted through the Sploro’s Platform and will consist of the following:
- Eligibility Check: At first, the applications will be screened to ensure sufficient alignment with with the EVOLVE2CARE objectives and the Horizon Europe funding framework.
- Technical Evaluation: The applications will be assessed by a Review Committee, formed by the EVOLVE2CARE partners, based on impact and innovation potential; feasibility and implementation; excellence; and alignment with the project’s objectives.
- Score Normalisation: Consequent to the technical evaluation, a normalisation method will be used to secure a more balanced distribution of scores and elimination of biases. All applications will be ranked based on their normalised scores. The accepted ones will be published as well as information about the non-eligible proposals will be disclosed.
- Ethical Evaluation: The list of the accepted applications shall undergo an ethical evaluation by an external ethics expert to ensure compliance with EU ethical standards and guidelines.
Once the Ethical Evaluation is completed, each of the accepted mini-consortium team will receive an email with the communication of the results. The pre-selected teams will need to upload all necessary documents described in the Legal Validation Section on Sploro’s platform to continue to the next step.
Legal validation will be applied to the successful applicants and involves the submission of various documents to ensure compliance with the requirements of the EVOLVE2CARE programme. Successful applicants will, then, begin the preparations for the agreement signature.
The selected mini-consortia will be notified to proceed with the agreement signing process. The Services Agreement will be signed between ENoLL and Living Labs only, while Declaration of Collaboration will be signed between Innovators and Living Labs.
The awarded mini-consortia teams will participate in an onboarding session to prepare for their project implementation. Instructions will be granted by the EVOLVE2CARE partners so that the mini-consortia will be able to smoothly transition to their experimentation activities.
With the onboarding completed, the official start of the mini-consortia project activities is marked!
CUT-OFF PERIODS
The Open Call unfolds in 3 Cut-off periods:
- First Cut-off at May 26, 2025 (17:00 Brussels Time)
- Second Cut-off at July 28, 2025 (17:00 Brussels Time)
- Last Cut-off at October 13, 2025 (17:00 Brussels Time)
Important Notes
If the available budget is fully allocated during the earlier Cut-off period(s), the call may close prior to the official closing date.
If a proposal does not pass one of the evaluation phases, there is an opportunity to be revised and re-submitted within the succeeding cut-off period(s).
OPEN CALL OVERVIEW
EVOLVE2CARE aims to foster collaboration between innovators and Living Labs (LLs) across Europe to drive advancements in HealthTech innovation with a particular focus on the Transitional Care sector.
Through this Open Call, we seek to identify and engage top-tier innovators and researchers working on innovative HealthTech solutions with certified Living Labs that can provide infrastructure and expertise to test and validate these innovations. This initiative is supported by vouchers, enabling Living Labs to open their facilities to selected innovators for experimentation purposes and offer them services like:
- Co-creation
- User Engagement
- Product Validation
- Access to Data & Infrastructure
The total budget of the Open Call is set to EUR 50,000, which are going to be granted via vouchers to 10 (or potentially more) mini-consortia, that is, collaborations between innovators and Living Labs. These vouchers will be provided exclusively to Living Labs to cover the costs of opening their facilities and services to Innovators for real-world experimentation.
The Open Call is divided into two types of participants:
- Innovators: Individuals, SMEs, startups, or research teams with innovative healthcare solutions ready for testing and validation.
- Living Labs: Certified Living Labs (ENOLL members) that can provide facilities, expertise, and resources for testing and experimentation.
Funding Allocation
The maximum support per proposal is EUR 5,000, paid by ENoLL to the Living Labs to cover these costs. While the amount may be less, it will not exceed this limit and will be correlated with the complexity of the proposed project.
Duration
Opening date: March 17, 2025
Closing date: October 13, 2025 17:00 (Brussels time)* unless the available budget is fully allocated earlier.
Evaluation
The Partners’ Review Committee will assess the proposals based on predefined criteria, ensuring consistency and transparency. The evaluation includes a structured scoring system from 0 to 5.
